At this moment the PD program has no legal basis. It is a pilot financed by the Dutch ministry of OCW and the UAS. Because a legislation process takes at least two years, the decision is made to start in advance. If the pilot is terminated prematurely the Vereniging Hogescholen and the ministry of OCW will see how this can be settled, with a special eye for the duty of care towards the PD candidates in the pilot.
